7:47 PM Flagstaff police are responding to the area of Forest Meadows and Beulah for an adult White male walking in and out of traffic, hugging trees, and acting mentally unstable. He is wearing olive green jacket and geen/gray pants in his 40s.
UPDATE: Officers have the suspect detained. They are requesting EMS to respond.
